Technology and open data offer new opportunities to advance this reform agenda but at the same time the civic space in many countries is seriously under thread.

Designing the process is not easy. not many governments are gettung it right. be very clear on the obejctives, expectation management is important. A permanant dialogue is key. Georgia as agood example for good process to build relationship of trust.
